Mine isn't bad, I've not tried locking it at faster speeds (I like it's new straight look) but at 5mphish it does it fine.

You got a good firm pedal? It should go so far and then no further. The rear always feels a bit soft, but if it's working okay then a firm push should lock the wheel with little effort.

When mine has been sitting unused for a while the rear brake needs a good pumping to get it up to speed again. Has it been used much lately?

I instinctivley use it a fair bit trying to keep the bike from diving at junctions, but like I said, it just 'aint doing out.

Try the pedal instead of just the calliper - it can seize up. Try stripping that down and greasing it - it helped mine.
