Dont know if this of interest to you,
But there is a septic system around, i know i have worked at a customers house that had one, where it filters foul water so much that the water is almost drinkable so can be legally put into a soakaway.
It only needs emptying of the residue that build ups approx every 18 months and is cheaper because they dont have as much waste to dispose of.
The initial cost would be recovered very fast at the rates you mentioned for septic removal.
