Believe it or not, in the 80's, Europe had a reputation for being louder than Motörhead. Never saw them myself but a mate who did said the same thing when we were at a Motörhead gig.

DB wise im not too sure, they all seem pretty loud although Airbourne were pretty loud at the Astoria. But i was front row between monitors being blasted by the marshall stacks at the back.

I saw Evile at a club in my town, which was pretty awesome and due to the amoung of people in there, i ended up having my head right next to a stack of 3 massive PA speakers next to the stage, i couldnt hear straight for a few days, contributed nicely to my tinnitus

Rammstein beats all hands down with a temperature rating though

Saw My Bloody Valentine just over a year ago, not the best band i've ever seen but definitely the loudest. Ear plugs were absolutely essential, but my mate Charlie was still left with permanent tinnitus!

They played one song which is best described as a 10 minute assault on everyone's hearing - anyone that's seen them live will know what I mean cos they're famous for it.

Have to agree about download festival.
Loudest gig was probably the unholy alliance tour (was slayer, lamb of god, in flames n children of bodom) all were very loud.

I saw Panic Cell about 2 yrs ago when they supported Skindred at the Agincourt in Camberley. They were good, but not that loud (or not in comparison to how loud i know the venues PA system can be)
