The certificate is not worth the paper it's written on it only proves it was fitted at the date on the certificate. If the police stop you and suspect the bike is not restricted they will test it. Go down the ECU route theres usually a few for sale on here, and get it dynod if you want paper work. It should cost no more than about thirty quid for the dyno.

Restricted ECU. 5 minutes to swap with the unrestricted one.

Don't need a stupid certificate or anything.
