Considering I keep my phone locked, How is anyone going to be able to use it.

Stupid idea. In emergency get me to hospital. There is enough ID in my wallet etc for my family to be contacted and the news broken by a visit from soemone instead of an anonyous voice on the end of a phone,

Trust me Tim, if you need to be in hospital that's just where we will take you! There won't be any delay caused by playing with your personal effects

As for the ID in your wallet, there may be a situation whereby you and your wallet part company or the contents are illegible through various reasons (use your imagination pal). The phone idea is a sound one and will no doubt help in many situations where immediate access to information can literally mean the difference between life and death.
