When I was learning a couple of years ago, there was a guy retaking his test because he forgot to send it (his license) off within the 2 years....D'Oh!
Phone the DVLA asap to see if you are still within the 2 years, if so nip down to the PO & use their checking service for the photo licence (if it's your first photo license they'll give you your identification docs back there and then). |

Not sure if this will help but to change from a paper licence to a photo one is £19. I had to do this recently after getting married and changing my name
 I got everything back within 2 weeks so was quite impressed.

When my son & my other half sent their pass certificates away last year it was all free, you will only be issued a photocard licence now though but that is free also, just the expense of the photo's.
