It's a Harris Hawk. Fairly certain. Quite often seen in falconry displays, but yeah, native to the USA not here - so someone's gonna be on the lookout him.

I'd give the RSPCA and/or RSPB a ring.
Ive called IBR - no ones reported it missing locally, so they're doing some research.

My colleague is trying to get through to RSPCA but hes in a queue.. RSPB dont wanna know as they dont offer a rescue service.

Its definately a Harris Hawk - when i told the chap at IBR it was sat in a tree he said "yep, definately harris hawk - they love sitting in trees, favorite place"

Bet you had to suppress a laugh there GYKD!! Not at ALL common for birds to like sitting in trees so MUST be a Harris Hawk

Meanwhile, perhaps our Suvvern chums could comment on this: Harris Hawk sounds like cockney rhyming slang for something......... Nork? Dork? Bjork?

I asked a mate of mine what this big black sea bird thing was, out in the West of Ireland. I didnt know if it was a Cormorant or a Shag.

He solemnly told me it was a Shag. So, I asked him how he knew, and he said, he didnt, he just called them all Shags, since that was more fun.

So, I reckon, its a Shag. In his eagle outfit.

(For the lady Shags, you understand.)

loads of them out in south america. Like, tons of them, and they make this howling screaming noise all day. I found a massive one in my Bivvy one morning, going through my things, with claws the size of my hand.
Scared the crap out of me.
This guy:

And then there are the Condors, which are like small planes.

This is true.
Most of my gay mates are getting it left right and center.
Ahem.
But, yeah. Gay is where the action is in NYC it seems. Not that there isnt action for hot straight Irish guys.

It looks like my mate's Harris. Though it's not pure, it's part goshawk I think.
