Do a google seaerch for RS components, they're good. Even try Maplins online, I'd be supprised if they don't have anything. E-bay might be worth a look.
These size resistors or not uncommon, and don't let anyone tell you otherwise. I'ts not the golden fleece we're searching for! Or if you're really struggling you can use a different set-up. Instead of 1 off 21 watt 7 ohms resistor per indicator, you can use 2 off 14 ohm 11 watt resistors. Just place the resistors back to back, twist the wires together at both ends, and hey presto you've just made a 22 watt 7 ohm resistor. If you can't get 14 ohm, 15 or even 16 would still work in the same way. Regarding the wattage, anything over 21 is good. If you using 2 or more resisitors to make up the desired value, they must add up to at least 21 watts, and in an "even" manor. eg 2 off 11 watts, not 1 at 7 watts and 1 at 14 watts.
