Whilst I too would probably do it in the circumstances you describe, I wouldn't do it under the nose of a traffic cop, and especially with a dubious 'plate. Asking for trouble.

I come across a lot of this stuff on my commute.

It bugged me enough to do some research, but I wouldn't like to go to court on the basis of the results.

The best explanation I have come across is here

I have "pushed my luck" and overtaken police cars in slow traffic (for those who know the area both on the braintree bypass and the Hadleigh/Ipswich road) so far I haven't been "given advice". or just plain DONE for it.

my main question is - why the copper would be that bothered - your not doing any harm. sounds like either a) power crazy new boy b) Jobsworth c) SMS (small man syndrome d) ****.

My local IAM group say it's open to interpretation, but so long as it's safe, wanting to get past the queuing traffic counts as "necessary".
