They're not something I would want to hit but have been designed to let a car that hits them have less energy put into bouncing it back into the other lanes. So while you'd not want to hit them, they may stop a car being bounced into the side of you. Some extra thought could probably have given a thick plastic wall in front of it for bikers though....
