Along similar lines (taken from The Art of War - but I'm skethy on the details of names etc):
Sun Tzu was asked by the king if he could teach ANY army to be victorious. Sun Tzu replied "yes". So the king ordered 1000 women to be in his new "army", and quite a few of those were the kings concubines.
Suz Tzu separated the army into legions, and placed the kings favourite concubines at the head of each legion. He asked them if they knew left from right. They said "yes". He ordered them to turn left. They giggled.
Sun Tzu said "if an order is not given clearly, it is the fault of the general" and he repeated his order, making sure to speak clearly. Again, the women giggled & stood still. Sun Tzu said "if an order is not given clearly, it is the fault of the general. If an order is given clearly, and the troops disregard the order, it is the fault of their officers." So he ordered the concubines leading the legions to be beheaded.
At this point, the king interjected saying that he didn't want these concubines to die, as they were his favourite in the kingdom. Sun Tzu replied "With the greatest respect, at one time you asked me to be your general, and lead your armies, and, whilst acting in that capacity, there are certain orders that you will give me that I am unable to obey." The women were beheaded.
Sun Tzu replaced the now dead women, and continued drilling the troops, who performed flawlessly in complete silence for the entire duration of the drilling, whereupon, Sun Tzu reported to the king that the troops were ready for inspection.

The Japanese knew something about discipline!

Tomcat, back then, in their civilization, yes, it was the right thing to do.

The Romans had a similar system with the Centurions.
Each Cohort was 100 men and had a Centurion as it's head.
If the Cohort failed, the Centurion was executed for their failure.

At least if I recall correctly.
The Romans seemed to do pretty well with that system.....

Maybe we can adopt this AND reduce our prison population and get rid of some scum at the soame time.

Maybe if they dragged a holigan out from the crowd and flogged them on the pitch instead.
May not help our results but at least it would provide entertainment and keep the trouble makers off the street
