Old bike etc, I'd say it's not a tubeless tyre so you'll need a new tube.

Ignore the above as never seen a tubed tyre with a rubber neck . I'll crawl back under the rock

Lol, Alright fair point mate, tell you what, there's a fair few mobile recovery services you can call out that will sort the valve out for you. A search for "The Cavalry" might sort you out
