A public service? No.

Theft? Well, as you're not taking someone's possession away (assuming you're correct in that it's been abandoned), no.

But I would call it greed. If you want a chain, buy one. As others have said, a chain that's been in the effects of the weather for two years?

If you want to remove the "eyesore," fine, grind the lock off & throw the chain in the bin.

I'm not greedy Baph but I like to make use of things which would otherwise be wasted. The chain I've been using belongs to a mate who can now have it back.
