someone will correct me if im wrong but I'd heard if you have a drivers licence but are caught without a sealbelt in the passenger seat you can still face prosicution. If a passenger is under 14 then its the drivers responsibility to make sure they belt up. over 14 is the passengers neck on the line.

has anyone else had the mental image of an identity parade = load of blokes bent over with their ar5es out and the speed camera operator trying to I.D. the mooner....

You face prosecution for not wearing a seat belt if you are 14 or older. Having a driving licence or not is irrelevant.

I beleive this falls outside the "you must incriminate yourself or someone else" laws, so when they ask who's the rse... he can giggle a bit and tell them he's done naughty things to their mothers.. or something.
