I failed my first test for speeding in a 20mph zone . (My fault due to poor observation) So yes, they certainly exist in England.

On a similar vein, I have seen 9mph used as the speed limit on several large industrial sites & power stations I have visited. Apparently, it makes the driver concentrate more so they are less likely to speed.

Ha! Most of Warwickshire seems to be moving to 50 as the new max. limit on single carriageway roads. Loads of roads near me have been re-badged from National Speed Limit. Yet get to the Northants/Worcestershire/Oxfordshire/Gloucestershire border and the limit reverts to NLS.

There are a few 20 mph roads round the solihull area, especially around the back streets off dovehouse lane by land rover, mountainous speed humps to enforce them as well.

most car park's round here are 5mph the sv doesnt even register 5mph so i have to jusrt guess probably going slower though.
