Mine had an indicated speed of 120 on a private road, if the speedo was out by 10-15% then I would have still been doing a couple of mph over 100

does it really matter what speed he was doing? my point was that they decided to give the bike a once over and thought it wasnt restricted and him having a certificate did nothing (and it wasnt actually restricted) but he didnt get done for no restriction because they didnt write it down properly

This is the point I am making.

Your bike can still be siezed to check even if you have a certificate.

Legal mumbo jumbo says speedo can't underread, and can only overread by 10%

Ooh - he was very lucky they didn't do the paperwork properly. Otherwise he might also have been done for driving without insurance, which could have given him enough points for a year on the push bike.

Which is why most speedo's over read by about 5%, bang in the middle of the allowed band. That allows for (slack) manufacturing tolerances and variations in tyre diameter.
