No it isn't, reality is reality, misconceptions are misconceptions. There's not much the coppers can do to stop people jumping to wrong conclusions, other than advertising their ANPR ops, which would completely defeat the purpose. It's funny, in every speed camera thread there'll be people saying "Oh, it just punishes speeders, but you need traffic cops to stop uninsured and unlicenced drivers, why don't they do that instead. Then they do, and people still complain.
