Isn't this more to do with damping than spring rate, though?

Yes and no, zadar is the better man than me to answer the question.
But, with too hard a spring rate you are gauranteeing that the back will transfer force to the bike and kick the bike upward. A soft spring will deform and let the bike continue on its normal path if it has the travel.
Enough rebound will make sure that shock does not extend too fast and kick the bike upwards when energy stored in spring absoring a bump is released.
