I was travelling to and from venues by metro with a metal toolbox, to get to those places meant travelling via underground and temporary metal detectors set up. That meant pretty much being stopped every time by those that were using them, and because they were temporary you could never tell which metro station would have them up to avoid the hastle.
Of course, metal detectors are great, if you were carrying one of these...
edit: ok, bad example that one has a metal handle, but you can get knives with ceramic blades and non-metalic handles

My time in London was before 7/7 so I guess that's been the motivation for increased security. But really, metal detectors and emptying your pockets to use public transport? What have we come to?

Yep. Someone call the cops. We need to be protected from these things.

And yet, if I've got a kilt on, I can shove a fixed blade in my sock and it's not a problem. Makes no sense to me.

(not trying to be awkward, sorry)
It doesn't matter by what means it locks, basically, if it locks by any means it is a lock knife. Certainly according to our laws, but believe these are pretty much the same.

My Leatherman Wave (which has locking blades) usually lives in a textile pouch on my textile jacket's belt, and there's a leather pouch on the adjuster belt of my leather jacket for it - I keep the supplementary bits in another textile pouch on the other side of my waterproof jacket. I won't leave home on the bike without it, and I'm f*cked if some pathetic law brought in by an incompetent government is going to stop me doing so.

So my carrying a stanley knife under the seat (genuinely as part of my toolkit, for cutting cable ties/tape etc) probably isn't the best idea then?

As the law stands at the moment, thats probably the case.

As was mentioned above, its a lazy law to make it easier to hassle innocent people, while the people its aimed at just laugh at it.
