yes suzuki OTR charges include fuel but not a full tank, they allow something around the £5 mark per bike after PDI fuel has been added, so you end up with half a tank.
Most people want the cheaper deal and not the 12mths tax. We always ask them and most people want extras instead, ie a tank pad or the bike for less and so on. We always discuss it but that doesnt go to say all dealers do.

As long as customers are made aware then there isnt a problem. If they arent then there is.

In fact i heard of a dealer close to us last week saying to someone that their GSXR1000 doesnt come with the seat cover as they got their bike cheap!!...boils my blood that as it then gives us all a bad name!

Paid £3995. Bike came with 12 months tax and home delivery. But that
was in the olden days (October 2003) and there was no need to haggle
as the offer was widely advertised.

Later when my daughter was buying a second hand Suzuki Vitara I had to
haggle hard with the dealer to get 12 months tax. Pretended I was
walking out in disgust once I heard the 6 months mentioned.

I bought my k4 in january, it was discounted as it was pre registered, but I paid £4068, which included a datatool duo imobiliser and fitting, R&G crash bungs and fitting, 12 months tax and some fuel, I dunno how much but it got me to the nearest petrol station
