In a 70 zone, the examiner will mark you down for undue hessitancy(?) if you sit behind a vehicle at below the speed limit when you could easily/safely overtake. My instructor told me this. He also told me that the instructor wont fail you if you have to break the speed limit by 5-10mph to get past a vehicle safely.
on a 70 MPH limit road, I don't think sitting behind a vehicle at 69 MPH counts as being hesitant though. You're more likely to fail a test for going past the same vehicle at 80 MPH than sitting a safe distance behind the vehicle at an appropriate speed. Personally think an instructor being blaze' about speed limits is a bit wrong.

Its a good general rule IMO.

Of course i assume when you did your emergency stop you ignored the gears and thus had to put your right foot down and shift gear, before moving to the side of the road.

Its a good habit to get into, so you can use the rear brake on hills, or sat at lights etc.

I also believe its so if you only put one foot down, it will be the left one, so the bike is supported/leaning away from oncoming traffic.
