I hope you complained! Have seen it happen all too often on Youtube vids, even the Traffic Cops recently showed some supposed "biker" cop (in a traffic car) unable to start a little 50cc scooter, then when he realised the kickstarter was not in fact the rear brake, wore the helmet (unstrapped, I may add) that the rider (who was uninsured/no licence/no tax) had left on the handlebars.

That's what gets my goat! (or sheep if that's what floats your boat )

Definitely no fan of the PCCs, but if everyone did this they would just put up the release fee like insurance companies raising premiums. Then their innocent victims who just pay up no questions asked foot the bill.

If everybody taxed and insured their bikes they wouldn't have to impound them either.
With several million untaxed, uninsured and unregistered vehicles floating around perhaps you can suggest a more effective way of getting them off our roads?

But the last few we've heard about on here have been taxed and insured. (Obviously here is a little different, and has been resolved amicably, at which I am surprised).

This way is not effective, if I wanted to run a car illegally I would buy a banger. If it was impounded, it would be cheaper to buy another than to recover it.

If impounding is for the vehicle to be used as evidence in some criminal proceeding, that is for the police to sort out, if it is not in use as evidence, then there is no grounds to impound.

But the points will go on your licence, it's not just the car that gets taken away.

So if a vehicle is being driven untaxed, unlicenced or uninsured are you suggesting the police should report the driver and then just allow them to continue their journey? Tell me, if that vehicle then drove down the road and was involved in a crash with you how would you feel about it? I wager the first complaint you would have would be against the police who could have "prevented" it. Seizing illegal vehicles is an extremely effective way of removing them from circulation and has made a significant impact on their use.

I agree that on this occasion the DVLA were wrong, but there has already been some discussion on the practicalities of keeping a system up to date and this was acknowledged by he DVLA who returned the vehicles without any penalty. Incidentally I think you will find that the five day grace rule only applies if you are still displaying the tax disc that expired the month before, in other words up to five days into the current month.
