Its simply cos this type of operation is usually carried out after allies are informed of the plans. In case the target is a deep double agent to one of the allies or if the allies would rather he was left for a bit longer to seal another operational deal. The reaons the brits are peed of about the passports being forged is that the Isaerlis did this all alone and without telling MI6 of their plans. Usualy protocal means that MI6 would provide them with the passports so they would not be spotted as forgeries and thus scupper the op. Something has gone on that made israel say to the brits "we're not playing with you anymore" hence no passports were supplied covertly to the team carrying out the hit. Historically allies provide real docs to use as you wont let a well planned op fail cos of a bad forgery.

well they usually use a helicopter gunship and air to ground missiles for their "targeted assassinations", crimes which are against all international laws btw,hence their policy of ambiguity on the subject.
