Suprisingly, relatively few people (according to DfT statistics) get killed or seriously injured outside schools when compared to other areas. The proportion is something like 0.4% of total KSI.

A camera is possibly also the last thing you'd want to be dealing with when there are hundreds of kids running amok outside the school gates. Considering most schools are situated in 20 or 30 mph limits, the resultant congestion means speed cameras are probably unneccessary due to natural speed regulation.

Engineering improvements have also taken out most of the danger; for instance safety barriers outside the main entrances preventing people running out, and regulated pedestrian/zebra crossings.

I would say Police resources are better suited to other areas, like Motorways and A-roads, where bad driving is rife and has the potential to induce far serious consequences if an incident occurs due to the higher speeds.
