Lets say you put forks together and forgot rebound spring. Will you change seal again since you need to take it out to install spring?
Why fix something that is not broken. I do understand some people pull seals out with screwdriver, haha, but properly removed seal can go back with no issues.

Cause I wouldn't forget to put the beggar in place in the first instance!

YC. Is economically aware an euphemism for TIGHTWAD?

BS you never forgot to put something on.

where is the line? What about if you forgot dust seal with upside down fork, does just sliding seal onto leg mean they cannot be reused?

I haven't forgotten an item during the re-assembly of anything since you were at infants school little boy! Nuff said!

Lol, perhaps true. But that does not mean there is a case for reusing seals.

£26 for seals, by reusing them you "cost" yourself an hour or so of time to swap them MAYBE earlier than you were going to have to anyway.
So because you'd need to change the oil, you'd have them off anyway in 5k miles time. What does it take to swap seals when you already have fork apart, 20 minutes?

I'd say that puts it more towards "spending for the sake of it" than "false economy not to".
