OK, so I went and looked it up... The Prevention of Crime act outlawed carrying "offensive weapons" but the definition then was "as any article made or adapted for use to causing injury to the person, or intended by the person having it with him for such use. " whic was superceded by the CJA 99, section 139

"any article which has a blade or is sharply pointed, (including "a folding pocket knife if the cutting edge of its blade exceeds 7.62cm/3 inches)" is defined as an offensive weapon. But there's not a peep about locking. So it could come down to the interpretation of "folding", since a locked pocket knife won't fold, but if you unlock it it will.

Back over to you Bluepete! I'm really curious about this one, not saying you're wrong at all here, just wondering why there's a difference. My criminal law stuff was all scots law but I'm just checking out the CPS site here and doing a couple of wee case law checks

(FWIW I had my Opinel pocket knife examined at some length by a desk sergeant who really wanted to charge me with something, and though he was aware it would lock he gave up after measuring it.)

Northy, lock knives are defined as offensive weapons "per se" and fall outside the bladed or sharply pointed article remit and the law relating to folding pocket knives.

Not sure if it's a stated case or just a seperate piece of law that defined them as such without Googling it up.
