Typical government. This is a problem that's been around for the entire 11 years they've been in power. As soon as it comes to light they've done f**k all, for some reason we need a solution tomorrow, which almost always results in coercion. It shouldn't be for the government to make people do things, they should come up with good ideas and submit them for public approval. Can't see that happening with the current bunch though.

I don't want the state owning my body unless I opt out. That just leads to further meddling and control of our lives.

There are far better ways to encourage people to opt-in.
