A dictatorship doesn't have to be draconian, funny how some people naturally draw that conclusion though.

As for the moderation of this site, I think they do a bl00dy good job of it (they have to with me and Miss_YC posting on it! ) and it's just out of the kindness of their hearts, they don't get a salary for it AFAIK. As has been said, there are plenty of other bike forums which are run in a different way. Try Visordown for example. As Fizz has said, if you don't like it (IB section at least) you are not being forced to stay.
