People believing that the govt may not be able to ensure the existing infrastructure in the event of a disaster, is kind of them not trusting the govt. It'd be more of a stretch if the govt said "don't worry about anything, we've got it covered." I don't see the problem in being advised to take personal responsibility for reasonable precautions in supplies of the things that keep you alive.

Especially the bit about water. Water supplies are an easy target.
