Yes, it does work, but I'm not convinced you're going to get enough to satisfy you if you think the SV is gutless.

I think down one tooth on the front and up a few on the back will work wonders, though check that with somebody who's done it.

I know the SV isn't a power monster in any sense of the word, but I wouldn't ever call it gutless.

It does work, since the timing is retarded on the 650. Most people aren't convinced the benefits are worth the effort, though.

I've seen them for sale, yes, and look here 3rd one from the bottom is the TRE mod, I believe written by Coombest.

nice one for all the trouble though you could just fit a timing advance key to the motor

They do different things, though.
A timing advance key will permanently advance the timing, doing the TRE mod will remove a retardation to the timing in (I believe) 2nd and 3rd which was put there to reduce noise.
Unfortunately, I think the TRE mod also loses the ECUs ability to know what gear you're in and use the appropriate map for that gear. Whether this is an issue on an SV, I don't know.
I haven't done the mod because I want more power but well outside what I know the SV can ever put out.
