Default Strange if not poor performance

This being my first winter on a bike, and riding it in to work this morning i thought the bikes "response" to the throttle was a bit poor.
Is this because of the colder weather?

Does this happen to most bikes this time a year?

It's like i twist the handle, but it takes a weee bit longer for it to open up and gain speed.

I want the summer back with dry roads...

I should have added a at the end, I don't have carbs to ice you see. Unless I do and my lack of mechanical knowledge has made me look a plumb which is entirely possible.
