Toilets Seats are a Binary Device with two settings.

The easiest way to combat dirty fingernails is to identify where he is getting them in the first place for example.. if he does alot of work in the garage or the garden this would lead to the assumption that this is the culprit of the grime.

one thing option i would try is making a passing comment such as.. "where do you think those fingers are going with nails as dirty as that"
by doing this you are not directly telling him that his personal finger hygene is under question... at the moment..

if this fails, up to a week later its time for the big guns.. a simple "your nails are gross..."

and then if those nails still do not show signs of improvements.. you may have to initiate "the talk".. sit your fella down and simply say.." seriously they really are filthy.. and i find them pretty shocking to look at.. please sort them out.."

this should work... try this out and get back if it fails

Well as a rule of thumb the bog seat normaly goes up if the guy cant aim.. so with relationships being a give and take situation.. think of worse case.. if he didnt lift it in the first place would you really want to use a loo seat covered in urine?
or further more have you considered that it iritates him that you leave it down all the time? why can it not be up untill needed????

although it is not difficult to put the loo seat down.. it is to many men.. as it just doesnt warrent the effort.. so if you really need a quick fix simply install a small block like a door stop or equvilent so when the seat goes up he has no choice to hold it or it will fall back down.. problem solved.
