Mobile CCTV moving?

I was riding along doing 40 ish on a 40 road when one of these went passed on the opposite side (driving not stationary) am i looking at a N.I.P?

I'm not 100% confident, but I think they have to be stationary to do the job.

no mention of speed measurement on there - anpr will be for stolen/untaxed/uninsured vehicles.

They mainly use them at football matches, public events and outside schools if there's going to be trouble.

No, they are what they say, CCTV, not speed enforcement.

i was besides a Smart car one at the lights in Clapham so took a long look ...surprised to see the dome (the size of a cricket ball )stciking out of the roof doesnt have a lens looking a t anything...it revolves at a constant speed but wtf - looked more like a radar set up ?
