Default Replacement Steering Stem Head

I am in the process of changing the steering stem head as some little gits decided to snap the steering lock, which in turn snapped that.

A slight problem is that I have come accross a couple of bolts which I cannot undo. They look like you should use a torx fitting but have a pin through the middle of the bolt. Does anyone know/come accross these types of bolts before?

Any help greatly appreciated!

Yup, they're the security TORX bits, you can buy special bits to undo them from a tool speciallist - I bought a full set (in anodised gold ) for about £12.99, alternatively, use a small screwdriver & a hammer to smash the pins out
