Default Parking attendant urges an appeal

OK. My bike currently has a parking ticket on it. It is parked on Private land and is not blocking the footway in any way. Also, I am parked next to a number of bikes in an area that is commonly used as a parking area for bikes and scooters.

When I learned that one of satans minions was out there giving tickets, I rushed straight out and politely enquired why they were choosing today to ticket the vehicles parked in this area. I was told that the attendant had not received any special instructions from his supervisor but had gone ahead and ticketed the area anyway. I was also urged by the attendant to appeal against the ticket which I will be doing.

This post is aimed at giving me a bit of ranting space to get my thoughts in order and also to let others (I saw 2 pointy SV's there also) know of the issue. I'll let y'all know how the appeal gets on.

Also worthy of note is that my number plate had not been covered up at the time. Anyone think I should say it was?

Oh and the place was Talbot Court, off Gracechurch Street near the Ship (pub).

Do they have authority on private land?

I know the place. Often see bikes parked there. Take a piccy of where it is (with parking ticket on bike). There's no way they can do you on private land.

PS: You need to be sure that where your parked ACTUALLY IS the property of the adjacent building.

(edit) If you wanna know where there is FREE secure 24 hour parking, under cover, with CCTV and security guards within walking distance of that location, pm me.

Sounds like he's trying to get his ticket count up on the hope that people will just pay it rather than fight it.

Don't say your plate was covered, if they have pictures of the event, it will only copunt against you. Just argue the point about the location, best of luck!

Its irrelevant if there are bikes frequently parked there tbh. If its not private land and not a bike bay then technically they could ticket you every day.

I think youre best bet here is to argue private property - they cant ticket you if it is. But take pics and prove that youre not on the public highway or pavement.

And as jambo said, better not to say your plates covered if it isnt. If they have pics it wont look good for you.

but whats the point? why lie and risk it?

what do you then do when they prove their policy of before/after removal pics with other bikes but didnt do it with Matts cos it wasnt covered??

sorry but honesty is the best policy. you'll find even if it were covered they have the power to remove anything obstructing the plate these days, so again why argue on that point?

the only thing here that will work is the private land issue. they cant ticket on private land.

Could do but it's adding a level of complexity that doesn't need to be there, is not supported by any evidence for Moriarty, and will only take away from his arguments if found to be untrue.

I was told once that they could ticket you on private property. A company that I once worked for had a courtyard that people sometimes parked bikes in. When they were ticketed they were told that they couldn't appeal, even though the land was privately owned. Sounds odd, I know.
