Default Reporting Diesel Spills

Followed a wagon into work this morning that was spewing massive amounts of diesel all over the road.

I made a note of his registration, is there anywhere online I can report him ?
I had a look on the BMF/kill spills website but couldn't see anything.

I believe in these situations you contact the nearest copshop and give them the reg number and other details so they can get it stopped ASAP.
I believe they have a legal responsibility under some health and safety clause to make it a priority.
I could be wrong but i'm pretty sure about this one.
Let me know if you find out diffrently, wont you.
