Personally, I don't think he's a bad PM... Its the other muppets he's had around him that've made him look daft IMHO

I think Tone has been a excellent PM.
By which I mean he's been an excellent PM for a transparently self interested duplicitous charlatan. The only sad thing about his leaving is what we'll get to follow, odds on this will be worse - the same blatant self interest, but with even less charm.
