Default Purchasing and shipping restrictors to Aus

I'm interested in purchasing an SV650, but I'm still on my restricted licence, and Suzuki hasn't ever sold restrcited SV's here in Australia. So my question is, whereabouts could I purchase online restrictors for either the older carby or newer EFI models, with documentation showing how much power the restrictor engine outputs. I've seen mention of FI International as source for kits but their site says that they don't sell to the public.

So, can anybody help out with some links etc.

Firstly I would find out if you need the certificate, it isn't a legal requirement over here.
If the certificate isn't required then just post in wanted, I got a set of 33bhp sliders for the curvy (carburettored model) for £30 or so through this site. And fit them youself, its really easy to do.

Some sort of certificate is gonna be required, but I'm not 100% sure of what will exactly be required yet, and I think it might have to come from Suzuki. Do those restrictors come from Suzuki themselves or someone else? Oh, and what the EFI models, how easy/cheap are the restricted ECUs to get hold of? I'm interested in an 03 that's going for a good price near me.
