Here's my sliders for my 300tdi Disco.
Got them for £60 and a fella I know got them shot blasted for me as they needed it.

Now then, how to paint them. Was planning on a big tub of black hammerite but what to use as a base coat(s)?
Powder coat em - finish will be miles better

I wouldn't bother with Hammerite, ok you can keep slapping it on as and when but you can't paint anything else over it if you change your mind.
I would get them powder-coated in black, much more durable and will look the nuts.
Powder-coating can be surprisingly cheep as well.

hammerite is a base coat and top coat in one,
Powdercoating is better but how bashed are they going to get as it can chip then its difficult to repair.

Powder coating may end up being a waste of money to be honest. These things go under the sills on the side of the vehicle so when I go over rocks or around trees and things these things take the impact instead of the car so they'll only end up getting scrapped alot.
I may be a tart but not a fashionable one so these would just get done black and as the paint gets scraped off and rust begins to appear, a run down and recoat in the affected area will be the remedy.
But thanks for the ideas guys.
Oh mighty org I thank you...
Black sticky grease... easy to apply and keeps rust down, and helps sliding over rocks. just mind your frock getting in and out of the vehicle.

Hammerite has a primer, use it, it helps adhesion. It aint perfect, but better than powdercoating for the sliders job.
After painting do as richie suggests and coat in grease, just so when chips occur they get a protective grease coating anyway
