It's certainly not restricted with washers, but that wouldn't make a difference as it'd still hit the rev limiter if were

I had a similar issue with my curvy not wanting to rev, it was a fuel starvation problem. I drained and cleaned my fuel tank and checked that nothing was blocking the fuel inlet/strainer.
I also did the quick, carby cleanout which involves running the bike at medium revs and blocking the inlet in the air box with your hand. This will suffocate the engine and stall. The point is the engine won't be able to suck any air so instead will pull fuel through the jets and (hopefully) clear any partial blockages (sludge and fine dirt). You'll get a hand covered in fuel but when you restart it should run better. Repeat this a couple of times to make sure. |

Have you looked at the choke cables and choke plungers on the carbs.These often stick,and leave the choke in the on position which makes the engine run very rich.This will stop it reving out freely.
