Have you ever known dyno testing take place? I have never heard of it. A chassis dyno is not cheap and is NOT accurate or scientific for obtaining a pure number, their only use is comparative. I.E back to back runs to ensure a fair test.

You make sense but I believe your logic is flawed, IMO, the rider with a certificate at the ready is less likely to be restricted. If I was going to flout the restriction law, not that I have ever done that, I would have my reasoning behind my restriction ready and waiting with a smile for any law enforcement officer.
Since of course, you can get a certificate on eBay for a tenner.
