You make sense but I believe your logic is flawed, IMO, the rider with a certificate at the ready is less likely to be restricted. If I was going to flout the restriction law, not that I have ever done that, I would have my reasoning behind my restriction ready and waiting with a smile for any law enforcement officer.
Since of course, you can get a certificate on eBay for a tenner.

AFAIK, it's never been done in my force. Would imagine the only time they would spend the money to do it would be if there was a fatal or potential fatal RTC.
