If however the event/sport organiser charges for players to play then I feel it's only fair that they should pay a fee towards the upkeep of the park. By the time you've got a few commercial organisations doing sessions there will be less space remaining for Joe Public to have a kick-about anyway.

That said though for now makes sense to me to keep it free for all but to dissuade commercial operators from getting too greedy.
