I've done the bar end on the throttle too tight before, and it works like cruise control. Could be a similar setup.

Yes, you can even get primitive "cruise control" mods that effectively lock the throttle in the current position. Not as clever as proper cruise control on bikes like the Goldwing etc. as it takes no account of the speed you're going (hence speed alters on hills), only the revs you're feeding in. Also not auto cancelled when you touch the brakes so if you come off there's scope for the bike to keep going for a looooooong way.
