Default Should my plug be covered?

I ride an '07 plate naked SV.

Just today I noticed that the electrical connector on the top-right hand corner of the radiator (on the right-hand side when you are sat on the bike) has no rubber sleeve over it - it is completely exposed to the elements.

Should it have a rubber sleeve, or should it be uncovered as it currently is?

What does it do, anyway? (why do I need an electrical connector on my radiator?!).
