It's a hose pipe ban.
Bizarrely enough it doesn't matter where the water comes from you just can't use a hose pipe!!

Essentially there is no restriction on the amount of water you use, just the delivery system. Weird eh?

Good point. So parking next to the tap and doing the old "cover it with your finger and spray it out as if you were trying to soak your best mate like when you were 12" would be perfectly legal. Not very convenient though.
