Is the vacuum opening the fuel tap under the tank? Has the kill switch/ignition etc been exposed to damp/wet? It sounds like a fuel problem though.

Major problem I had with mine, twice, was that there was water in the fuel. I drained the tank into a bucket (water is heavier than petrol). Then drain both of the carbs. Put in fresh fuel & it may start. It is just a thought & could be worth checking out.

I'd go with Mr C's advice. The other things required to get a bike to start seem to be fine (battery, spark plugs etc.)

Sounds like a big waste of fuel - you only need to drain the carbs.

Also, check the choke is opening and closing as it should do.
