Most ebayers understand the hassle paypal can be so if you do win, just message them apologising.
I'm fully verified, though a few months ago it made me re enter all my details (was very suspicious at first thought I'd been sent to another fake site), this took about 2 weeks to clear. The person I brought stuff off was very understanding.
Just brought another thing today, and they've made me re-enter it again, including change my password for the second time this year.
All security I suppose, so worth the hassle, just remember to check it's https:// in the top right not http://

Its a money laundering thing and nothing to worry about. Once you reach a certain amount, although yours does seem quite low, they have to confirm you are who you say you are.

I couldnt find a link to tell me how long i have to pay on the auction page for the item.

But i will email the seller and inform them of the trouble I'm having, if i do win (i dont expect i will lol)

A seller can't even complain for at least 7 days about no payment, the box is greyed out if they were to try and open a dispute.
