A couple of pieces of string tied to the bars? I thought the same thing, if I owned it I also would only stand next to it revving it and not ride it, looks like something from MotorStorm

No, that's just a face plate on the outside of the engine case (you see a bit fall off in the vid), it's a single cylinder with a bag of nails thrown in!
