Probably high resistance from a corroded connection or a stuffed horn.

Definitely the R/R, one from a honda should fix it.

SV horns are a consumable. I replaced mine years ago with a 10 quid loud plastic device from the local car shop.
You need to get the right one though. cheap earth return is no good on the SV.

Look at the back of the horn, you'll see a screw locked with a dab of paint/lacquer. This is the adjuster.

Commonly if the horn makes a click and uses lots of current, (this evidenced by the lights dimming), the points aren't separating - back the screw out a bit.
The reverse is also true: If the horn makes no noise, (or if you back the screw too far), the points aren't closing - turn the screw in a bit.

If the supply is ascertained as good but the horn does nothing; no noise or clicks, then there are faults that adjustment may not cure - the coil may have failed or the points may be corroded. Usually however if it makes a click then clearly this demonstrates the coil and points are continuous - adjustment may well cure the problem.

Too much heat from the radiator ( especialy in these weather conditions) can affect the std horn's performance. Check it out both Hot and Cold.
